Players take turns being the active player with each turn consisting of 2 phases, where sometimes the 2nd phase will be skipped. If there's a 2nd phase, then after the active player, each other player may also act in that phase. Then the active player changes.
If the draw pile is ever empty, shuffle the discard to create a new draw pile.
In this phase, the active player will take 1-3 cards from the harbor display, then all other players, in clockwise order, will have a chance to take 1 card.
The number of cards the active player can take is based on ships in the harbor display.

Cards are taken 1 by 1, so the ability of 1 card may be available for the next cards.
These will help you claim Expeditions. The Jack of All Trades can be used as any of the others.
The player will can 1 more coin for each Trader of the matching color.
The active player can you these to repel ships.
During Phase 2, if there are 5 or more cards in the harbor display when it is your turn to take cards, gain 2 coins.
If you are not the active player during Phase 2 and it is your turn to take a card, but there are none left, gain 1 coin. Additionally, if the active player busts such that Phase 2 is skipped, any player with a Jester gains 1 coin.
When it is your time to take cards during Phase 2, you may take 1 extra card. If you are not the active player, you must pay the active player 1 coin per card taken.
The hire cost of a person is reduced by 1 coin. The cost cannot be discounted to less than 0.
